make certain recommendations se reorganization of control over stores
The principle of the establishment of a
Central Store, which would be responsible for the
purchase of stores for all departments, has already
been approved, and the building of the Store has been
commenced. The Governor proposes that, as the
system of central purchase has proved successful,
the stores work should be removed in entirety from
the control of the P.W.D. and placed under the
supervision of a Controller of Stores who would be
under the direct supervision of the Financial
Secretary and in a position somewhat analogous to the
Accountant-General under the present financial
reconstruction; that the present Superintendent of
Accounts should be appointed to the new post at a
salary of £930-£1050, with a residential allowance
of £50 and a personal allowance of £100 a year.
Il present Sufer, This would mean little advancement for Mr. Anderson,
even on the maximum of the new scale, while the
personal allowance would enable a smaller salary to
be paid to his ultimate successor, whose work, the
Governor anticipates, will be less onerous than that
of the officer responsible for the initiation of the
new system.
The Governor's proposals for the establishment
of a separate branch for central purchasing of
stores seem to me to be reasonable, and I suggest
that we may approve. With regard to the salary of
the new post, there will be little extra expenditure
and there may even be some slight economy when
Mr. Anderson retires. I suggest that we may approve
the salary and the appointment of Mr. Anderson to the
